The presidents of the four member countries of Mercosur, Latin America's largest planned common market, have agreed to postpone a decision on the full implementation of common external tariffs. The leaders of Argentina, Brazil, Uruguay and Paraguay said they will try and agree on tariffs by the end of June but at this stage the delay makes it virtually impossible to establish a fully-fledged common market.
