THE Indonesian government established the Environmental Impact Management Agency (Bapedal) in 1990. It is responsible for the development and implementation of national policies and programmes including urban and industrial pollution and hazardous waste management.

All proposed projects which are judged to be potential polluters are required to carry out an Environmental Impact Analysis (Amdal) which will be assessed by a central or regional Amdal commission. If the project is given the go-ahead, operators will be required to compile a Plan for Managing the Environment (RKL) and a Plan for Monitoring the Environment (RPL), highlighting the technical methods to be used to prevent pollution. Social and cultural problems are also included.

The Bapedal oversees a decentralised enforcement system through regional laboratories to ensure that environmental policies are properly monitored.
