A US appeals court has overturned a 1996 US Environmental Protection Agency (EPA) regulation that permitted the import of polychlorinated biphenyls (PCBs) for disposal in the US. The court said the EPA's regulation violates the Toxic Substances Control Act. The Act banned the US manufacture of PCBs from 1979 and also included an import ban.
