President Calls on Senate To Ratify Amendments

President Clinton has asked the Senate to ratify 1997 amendments to the Montreal Protocol that will require countries to establish licensing systems for trading ozone-depleting chemicals.The amendments, which are scheduled to take effect internationally on November 10, will require governments to implement domestic licensing systems for importing and exporting chlorofluorocarbons, halons, carbon tetrachloride, methyl chloroform, hydrochlorofluorocarbons, hydrobromofluorocarbons and methyl bromide. The licensing systems are intended to curb illegal trade in those chemicals.
The US domestic allowance system for ozone-depleting chemicals, established by the 1990 amendments to the Clean Air Act, constitutes the US licensing system, according to the White House.
The 1997 amendments to the Montreal Protocol will also prohibit the 160 countries that signed the agreement from trading methyl bromide with countries that are not participants.
