India starts PVC anti-dumping investigations

NEW DELHI (ICIS news)--India has started an anti-dumping probe into suspension-grade polyvinyl chloride (PVC) imports from China, Taiwan, Indonesia, Malaysia, Thailand, Japan and the US, industry sources said on Friday.

The Commerce Department began the investigation after a petition from domestic producers Indian Petrochemicals Corp Ltd (IPCL), DCW Ltd, Chemplast Sanmar, and DCM Shriram. Reliance Industries supported the application.

The investigation is underway after a 40-day window for the various stakeholders to submit information on the case ended on 7 August, added the sources. The department said there was evidence that the normal value of the PVC was significantly higher than the net export price, an indication that dumping was taking place.

Indian regulations require the department’s anti-dumping authority issue its final findings within a year of the start of the probe, though this can be extended by six months. If the authority decides to provide relief to domestic manufacturers, it then issues preliminary findings around four months after the start of the investigations.

The companies were waiting to see if the authority would issue preliminary findings, or proceed to the final findings as it did when it investigated paste resin-grade PVC imports from the European Union in 2004.

Then, the authority released its final findings a year after starting investigations without any preliminary findings. India’s revenue department then levied anti-dumping duties in October 2004.
