Indian chem firms enjoy extended tariff protection

NEW DELHI (ICIS news)--Indian chemical manufacturers are enjoying extended tariff protection under the sunset review (SSR) of definitive anti-dumping duties (ADD) that would otherwise automatically lapse after a five-year period.

 

Hydrofluoric acid (HFA) producers are the latest to benefit. The government has extended the ADD validity on HFA imports from China by one year to 27 March 2008.

 

The Revenue Department said on Wednesday that the decision had been taken following a request from the state anti-dumping authority (ADA), which had notified initiation of the SSR of ADD on 17 March 2007. ADA was expected to complete the review during the extension period.

 

The customs administration currently levies a reference price (RP)-based ADD in accordance with a notification dated 15 January 2003, levying a definitive tariff retrospective to 28 March 2002, the date on which the provisional levy was introduced.

 

The ADD is calculated as the difference between RP and the landed value of imports of HFA of different concentrations.

 

The extension of the ADD on HFA benefits four domestic producers: Tanfac Industries of Aditya Birla group and Navin Fluorine, SRF and Gujarat Flourine Chemicals.

 

The department has also extended the ADD validity on pentaerythritol imports from Japan and Taiwan by one year to 26 March 2008, pending completion of the SSR, with Kanoria Chemicals and Industries Limited (KCIL), Perstrop Chemicals India and Asian Paints all set to benefit. 

 

Asian Paints primarily produces pentaerythritol for captive use in the manufacture of paints.

 

Last week, the Department extended the ADD validity on sodium nitrite imports from the EU by one year to 27 March 2008, benefiting Deepak Nitrite Limited (DNL), Punjab Chemicals & Crop Protection Limited (PCCPL), National Fertilizers and Rashtriya Chemicals and Fertilizers.

 

The government also extended the ADD validity on caustic soda imports from Qatar by one year to 26 March 2008 due to the SSR, thereby benefiting several chlor alkali producers.
