Lukoil-Neftekhim clear to build Ukraine PVC plant

MOSCOW (ICIS news)--Ukrainian producer Karpatneftekhim has won local government approval for a project to build a new 300,000 tonne/year polyvinyl chloride (PVC) facility, a Lukoil-Neftekhim spokesperson told ICIS news on Tuesday.

Controlled by Lukoil-Neftekhim, the petrochemical subsidiary of Russia's major oil company Lukoil, Karpatneftekhim is Ukraine's major producer of ethylene, propylene, polyethylene (PE), PVC and caustic soda and is based in Kalusha in the Ivano-Frankov region.

Kalusha municipal council approved the PVC project on 18 July and ordered Karpatneftekhim to register its land lease rights in 30 days and submit all technical details for approval in six months.

On 21 August 2006, Lukoil-Neftekhim awarded Germany's Uhde a contract to build a new $200m PVC facility in Kalusha, to be commissioned in 2009, having also also contracted Uhde in December 2005 to build a new $130m 200,000 tonne/year caustic soda facility in Kalusha.

Last month, Lukoil-Neftekhim won a legal victory when Ukraine's Supreme Court ruled that Karpatneftekhim's creation was legal.
