SINGAPORE (ICIS news)--China’s third quarter exports of polyvinyl chloride (PVC) exports to Turkey declined by 82% year-on-year, mainly due the government’s policy of restricting imports of Chinese origin, suppliers, traders and end users said on Friday.

Turkey imported only 19,039 tonnes of PVC from China in the period January-September 2007, down sharply from the 102,724 tonnes imported in the first nine months of 2006.

“The anti-dumping duty of $45/tonne imposed on Chinese PVC imports into Turkey has made material of Chinese origin less attractive to importers,” an Istanbul-based trader said.

Turkey’s consumption of PVC is estimated at around 700,000 tonnes/year in 2007, with local production at a mere 150,000 tonnes/year, traders and end users in Turkey said.

Turkey is set to be a net importer for a long time to come, but now that Chinese imports have declined, [other] Asian suppliers have stepped in to fill the gap,” another Istanbul-based trader said.

Strong demand from the Middle East and Indian markets also prompted Chinese PVC exporters to target these markets in preference to Turkey, said a Jordan-based trader.

“With China’s exports to Turkey on the decline due to the anti-dumping duty, the Middle East is proving to be an attractive export destination for the Chinese,” the trader said.

China’s third-quarter exports of polyvinyl chloride (PVC) to the Middle East rose 115% year-on-year and the trend is expected to continue as Middle East demand increases and regional availability becomes restricted, traders and suppliers said.

India has also emerged as an attractive export destination for Chinese PVC suppliers. Exports from China to India surged 172% year-on-year in the first nine months of 2007 and the trend is expected to continue due to the growing shortage on the sub-continent, suppliers, traders and end-users in India said.
