TORONTO (ICIS news)--Chevron plans to build a 25,000 bbl/day premium base oil plant adjacent to its 330,000 bbl/day refinery in Pascagoula, Mississippi, to meet rising US and global demand, it said on Thursday.

The company had submitted an environmental permit application, it said, adding that construction could start in 2009 and be completed in 2011.

"Subject to obtaining the required permits and making a final investment decision, it is our intention to build this state-of-the art facility at Pascagoula," said Dale Walsh, president of Chevron Global Lubricants.

Premium base oils were the primary ingredients in the production of top-tier motor oils which were needed to improve fuel economy, lower exhaust emissions and extend the period between oil changes, he said.
