The list sets out 37,768 substances which were pre-registered by 1 October - two months before the deadline, said the ECHA.
The ECHA hoped the list would give downstream users the possibility to determine whether substances related to them had already been pre-registered.
The immediate list was not foreseen in the initial Reach regulations but has been published due to demands from the industry.
The final list - required by the regulations - will be published on 1 January.
Reach relates to the registration, evaluation, authorisation and restriction of chemicals, a regulation which entered into force on 1 June 2007.
The current list is accessible via the ECHA CHEM section of the agency website at: http://apps.echa.europa.eu/preregistered/pre-registered-sub.aspx
