India mulls anti-dumping duty on polyol imports from Asia

NEW DELHI (ICIS news)--India is considering levying a definitive anti-dumping duty on polyol imports from China, South Korea and Taiwan, a government official said on Tuesday.

India’s anti-dumping authority has advised the government to impose a reference price-based duty on the imports on 22 July, following its completion of a sunset review of an earlier levy.

The authority has recommended a uniform reference price of $2,601/tonne (€1,821/tonne), the official said.

Under such a tariff mechanism, the anti-dumping duty is calculated as the difference between the reference price and the value of the import parcel arriving at an Indian port.

The authority has not recommended any levy on polyol supplies from Brazil, as there were no imports from the country during the period of investigation, the official said.

Polyol imports from Brazil were previously levied with an anti-dumping duty, he added.

The earlier reference price-based duty of $ 1,472.77/tonne lapsed on 23 July after its one-year extension expired.

India imposed the original duty on 24 January 2005, with retrospective effect from 20 January 2004, the day the provisional anti-dumping duty was notified.

The imposition of an anti-dumping duty would benefit India’s monopoly producer of polyols, Manali Petrochemicals Ltd.
