HOUSTON (ICIS)--Hovensa's St Croix refinery in the US Virgin Islands continued to operate at normal rates in spite of strong winds expected from the approaching Hurricane Earl, a company spokesman said Monday.

The ports in the Virgin Islands, however, were closed on Monday by the US Coast Guard. The eastern ports of Puerto Rico were closed later in the day.

The closures were due to expectations that gale force winds generated by Hurricane Earl would arrive within 12 hours.

The ports would remain closed to incoming and outgoing vessel traffic until directed otherwise by the captain of the port.

Hurricane Earl is a still-strengthening Category 3 storm, with winds estimated at 111-130 miles/hour (179-209 km/hour)

Earl is expected to bend north and run parallel with the US east coast.
