Japan’s Cosmo Oil restarts Sakai refinery after turnaround

SINGAPORE (ICIS)--Japanese refiner Cosmo Oil Co restarted its 80,000 bbl/day Sakai refinery on 28 September following the completion of scheduled maintenance work on a secondary unit, a company source said on Wednesday.

The Sakai refinery, which is the smallest of Cosmo Oil’s refineries, had been shut since 27 August.

A Singapore-based trader told ICIS the Sakai refinery's shutdown did not have any impact on its commitments because it was a planned turnaround.

Facilities at the Sakai refinery include a single 80,000 bbl/day crude distillation unit (CDU), a 45,000 bbl/day vacuum distillation unit (VDU), a 24,000 bbl/day fluid catalytic cracker (FCC) and a 8,000 bbl/day naphtha reformer.

The refinery, which is located in Osaka, Japan, was last shut down for a maintenance turnaround from 22 August to 30 October last year.

Meanwhile, the No 1 CDU at Cosmo Oil’s 240,000 bbl/day Chiba refinery was set to restart on 8 October, after being taken off line on 13 September for maintenance work, the source added.
