Refiners disappointed over failure of California climate measure

WASHINGTON (ICIS)--The National Petrochemical & Refiners Association (NPRA) expressed concern on Wednesday about the failure of a ballot initiative in California that, if passed, would have delayed that state’s ambitious climate change regulatory plan.

In 2006 California passed its “Global Warming Solutions Act”, also known as Assembly Bill 32 or “AB 32”, which requires the state to cut its greenhouse gases emissions to 1990 levels by 2020, a reduction estimated to be 25% below current levels.

In Tuesday’s voting, Californians turned down Proposition 23, a measure that would have delayed implementation of the global warming emissions restrictions until the state’s 12.4% unemployment rate could be lowered to 5%.

NPRA president Charles Drevna said the defeat of Proposition 23 in California will mean that the costs of gasoline, diesel fuel and electricity will climb under the restrictions to be imposed by AB 32.

“It is the wrong medicine and the wrong time for California’s ailing economy,” said Drevna.
