HOUSTON (ICIS)--A Tokyo-based technology and engineering contractor was selected for Westlake’s new chlor-alkali plant in Louisiana, Westlake announced on Monday.

Chlorine Engineers Corp. was selected as the process technology provider and engineering contractor for the new plant at Westlake’s vinyls manufacturing complex in Geismar, Louisiana, the company said.

The new project is expected to start production in the second half of 2013, according to Westlake.

The plant, which will utilise membrane-based technology, will be adjacent to Westlake’s existing vinyl chloride monomer (VCM) and polyvinyl chloride (PVC) units at the Geismar complex.

Westlake initially announced the project in September 2008, with the intent to start production by 2011, but the project was delayed amid the economic recession.

US chlor-alkali producers include Dow Chemical, Occidental Chemical, Formosa Plastics, Shintech, Georgia Gulf, Bayer, Olin and PPG Industries.
