Chlorine producers Caustic Volgograd, Khimprom Volgograd, Caustic Novocheboksarsk, as well as associated trading companies, must cease their price-fixing activities by 29 April, the service said.
The service, which said the companies formed the cartel in 2007, submitted its findings to the interior ministry for subsequent criminal investigation.
The companies have three months to appeal the order, the service added.
The service said it ended its probe against Sibur and Sibur-Neftekhim, as they “voluntarily” stopped violating antitrust laws.
