GUANGZHOU (ICIS)--Sinopec and Kuwait Petroleum Corp (KPC) will start building their joint-venture refinery and petrochemical complex at Zhanjiang in Guangdong province in early 2012, a local government official said on Monday.

“The target is to complete construction [at the end of] 2014 and start [operations] during the first half of 2015,” the source told ICIS, adding that the project is undergoing preliminary works such as infrastructure planning.

The complex was approved by the National Development & Reform Commission (NDRC) in March 2011.

The major units of the complex include a 15m tonne/year refinery, a 1m tonne/year cracker and downstream plants.
