PetroChina, Venezuela’s PDVSA to start building refinery by June

SINGAPORE (ICIS)--PetroChina and Petroleos de Venezuela SA (PDVSA) plan to begin building a 20m tonne/year, or 400,000 bbl/day, joint-venture refinery in Jieyang, Guangdong province, in April-May, a PetroChina source said on Monday.

The source did not give a specific date for the start of the construction, but said China’s National Development and Reform Commission has approved the project.

Construction of the facility is expected to be completed at the end of 2014 and it will be brought on stream in 2015, according to the source.

The refinery is a 60:40 joint venture between PetroChina and PVDSA, and it will mainly refine Venezuela heavy crude, the source added.

The facility will include two 10m tonne/year crude distillation units, two 3.8m tonne/year delayed cokers, a 2.2m tonne/year VGO hydrocracker, a 3m tonne/year fluid catalytic cracker and a 2m tonne/year continuous catalytic reformer, said the source.

The capacity of the refinery is expected to be expanded to 40m-50m tonnes/year and a 1m tonne/year cracker might be built at the same site in the future, according to the source who did not specify when these expansion plans will take place.
