The studies would be carried in two phases, with the first phase focusing on markets studies and the second on engineering, PetroSA said in a statement.
These studies for the refinery, called Project Mthombo, will take around 18 months to complete, it said.
The refinery is expected to be commissioned in 2018 to 2020, PetroSA said.
Sinopec Engineering Inc (SEI) is contracted to conduct the studies, including capacity, cost and other details of the proposed refinery, it said.
PetroSA signed a memorandum of understanding (MoU) with Sinopec in September last year on developing a crude oil refinery, exploration, development and production of hydrocarbon opportunities and on downstream activities, according to the statement.
