Lawmakers to host meeting over Chevron California refinery fire

HOUSTON (ICIS)--Two lawmakers are hosting a public meeting on Friday to hear reports on the findings by various government agencies in regard to the 6 August 2012 Chevron refinery in Richmond, California.
State Senator Loni Hancock and assembly member Nancy Skinner have invited the US Chemical Safety and Hazard Investigation Board (CSB), the California Division of Occupational Safety and Health (Cal/OSHA), the Bay Area Air Quality Management District, the Contra Costa County Environmental Health & Hazardous Materials Division and the leaders from the city of Richmond to the meeting, which is being held in Richmondís City Council Chambers.
The agencies invited have been asked to focus on state laws or services that need to be changed to prevent accidents, such as the one that happened at the Chevron refinery, according to an announcement on the City of Richmondís website.
Chevron announced this week that repair work on the crude oil processing unit has been completed and that it is working to complete the final regulatory steps required to restart it.
Chevron expects the unit to resume operations in the second quarter of this year, spokesperson Sean Comey said.
The company also has begun to implement measures to strengthen process safety, mechanical integrity and management oversight across its manufacturing network, including the Richmond refinery, he said.
In March, the CSB announced it will present on 19 April an interim report and safety recommendations from an investigation into the August 2012 fire. The report addresses hydrocarbon release following the blaze.
In February, the CSB determined that the pipe that led to the fire had extensive sulphidation corrosion.
A month earlier, Cal/OSHA proposed penalties on Chevron totalling nearly $1m (Ä770,000) for alleged safety standard violations related to the fire.
