China has a lot of biomass, it is estimated that the total amount of biomass resource is up to 5.2x108 tons of oil equivalent (TOE), according to a paper published on research and development in biomass energy in China.
The question is can it be mobilised.

I would certainly encourage the generation of biocoal by the Chinese (Brazil, too), via hydrothermal carbonization. Enough to supply all of their existing coal-fired plants, both legal and illegal.
The process being rather newly (re)invented, I suspect the Chinese may not yet be aware of it.
