If it is the consumer who determines the demand, is the body of consumers (EU)doing anything about social, ecological and environmental effects (direct and indirect) of land-use changes due to biofuel production, especially in the developing world? May be US-like tariffs on imported biofuels would be in order. European nations have long jockeyed for the mineral wealth of Africa, leading to(but not often directly causing) civil wars and international conflicts. [The ongoing conflict in the DRC, and the Rwandan Hutu massacre of Tutsis are two examples.]
