Times twigs that biofuel policies have environmental impacts too

This article in the Sunday edition of the Times understands that there are environmental costs to biofuel policies.

Had to refer the dictionary for "twigs".

Sorry about that, colloquial English. I don't mean this to be a crash course in how English is spoken by the British. But it may happen from time to time.
