UK confirms delay for EU emissions plan
The UK Department of Environment, Food and Rural Affairs (DEFRA) confirmed on Monday that the submission of the country’s National Allocation Plan (NAP) for the distribution of allowances under the
incoming European Union Emissions Trading Scheme (EU-ETS) will be delayed until the end of April.
Each EU member state must submit its NAP to the European Commission by 31st March, although several states have yet to publish theirs ahead of the deadline, notably France and Germany.
In confirming the delay, DEFRA stated that it took “all EU responsibilities and deadlines seriously”, but stressed that it had “a duty to take full account of issues raised as a result of public consultation” - referring to the initial consultation period on the draft NAP that closed 12th March.
DEFRA added that a number of issues were raised over the course of the consultation process, some of which “are complex and have taken considerable time to work through”, necessitating a delay in submission to the EU “by a few weeks”. CL
