Finnish-Russian 2007 border capacity allocated

Fingrid, the Finnish grid operator, said on Wednesday that 250 MW of transmission capacity on the Russian border had been allocated for 2007.

100 MW was won by Finland’s Fortum, 100 MW by Germany-based Eastern Europe electricity trader OstElektra GmbH and 50 MW by RAO Nordic, the Finnish arm of Russia’s UES.

The capacity, which was allocated by Inter RAO UES, was previously held by OstElektra (100 MW) and Norway’s Statkraft (150 MW), Fingrid director Matti Tähtinen told Heren Energy. Inter RAO UES is owned by UES (60%) and Russian nuclear group Rosenergoatom (40%), and controls electricity exports and imports to the country.

The remaining 1,050 MW of Finland-Russia border capacity was allocated under existing transmission contracts, with 300 MW awarded to Fortum, 500 MW to RAO Nordic and 250 MW to Swedish trading house Scaent.

This capacity will be charged at Fingrid’s tariff rate of approximately EUR 3.40/MWh, Tähtinen said. This incorporates a EUR 0.40/MWh increase from last year’s charge, on the back of revised price controls reflecting the Finnish grid operator’s new responsibility to maintain reserve capacity, he said.
