Netherlands to phase in ETS laws from 1 July

The Netherlands will introduce a legal framework for the third phase (2013-2020) of the EU Emissions Trading System (ETS) from this year, according to a spokesman for Dutch emissions authority NEa.

Part of the legal framework, dubbed the ETS Implementation Act, will be enforced from 1 July 2012, with the remainder scheduled from 1 January 2013. The introduction of the act was formally approved by the Dutch government on 17 April.

The decision follows news that the NEa had submitted the country's draft National Allocation Measures to the European Commission for approval in early April.

Should the plans be endorsed by the Commission, Dutch installations could receive gratis more than 407m carbon allowances between 2013 and 2020 (see EDCM 27 January 2012). CR
