Turkey's EUAS increases electricity market transparency

Turkish market participants have welcomed a decision by electricity incumbent EÜAŞ to publish much-needed maintenance data that will help bring transparency to a growing market.

EÜAŞ now releases essential information regarding outages at its thermal and hydro plants, giving details about the units that are scheduled for maintenance and the period that they are expected to be off line.

The data specify the installed capacity of each hydro unit earmarked for maintenance, but not that of thermal units. The maintenance list covers the full year and can be found on the company's website.

EÜAŞ covers an estimated 40% of the market's total installed capacity.

EÜAŞ could not be reached for comment, but participants polled by ICIS on Friday said the decision to publish its maintenance schedule was sending "good signals to the market".

Calls for more availability data

One source said the latest news should prompt independent generators to release similar data to bring full transparency.

"The data should be updated in real time and published on the [grid operator] TEIAŞ' website," he said. "The information should give the total installed capacity that is off line at one point, without giving the names of plants or any details that could identify the generator."

The Turkish electricity sector is undergoing radical change, as it shifts from a regulated market to a liberalised transparent market.

Earlier this year, the Turkish Energy Traders' Association (ETD) said it had urged TEIAŞ to publish aggregate generation availability figures by type of fuel, following a model operated by the European Energy Exchange where more than 90% of producers submit generation data that is then published on an adjacent transparency website (see EDEM 9 January 2012).

TEIAŞ already publishes a daily generation snapshot by type of fuel, but companies said the report was not enough, as the market needs more detailed figures that require future availability.
