Key northeast Asian producers were carrying out scheduled maintenance during the quarter. Even after these plants restarted, most producers were focusing on domestic demand in their respective markets. Meanwhile, one southeast Asian producer has no spot cargoes to offer until March 2018 as it has committed to contractual volumes until then. In China, a key propylene-based epichlorohydrin (ECH) producer is running its plant at 50%. On the other hand, a key glycerine-based producer is running at full capacity. However, buyers said they could not get any spot glycerine-based ECH.
Demand for spot import cargoes into China gained traction during the quarter, when domestic prices rose steadily week on week amid tight supply. At the same time, demand for cargoes from buyers based in the US picked up as Hurricane Harvey disrupted epichlorohydrin (ECH) supply. Consequently, some northeast Asian producers started increasing ECH offers into China as they rationalised that they could divert their cargoes to the US where they could achieve better netbacks. This caused some buyers in China to stockpile cargoes during the quarter. However, the bulk of buyers still preferred to procure domestic cargoes.
