Chlor-alkali production in the post-mercury world

Producing caustic soda and chlorine using mercury cells was declared outside Best Available Techniques (BAT) in 2013, with the legal deadline for the phasing out of capacity in Europe set for December 2017.

Producers have announced capacity expansions in and around Europe from 2018 onwards. Will this be enough to replace the capacity that has already closed?
