PE supply is expected to be closer to normal in the fourth quarter of 2019 but still a little short. Although a large cracker restarted in Argentina on 30 September, the smaller cracker is still down but likely to restart soon. It will be a while until production stabilises. The situation in Venezuela is not likely to change in the short term, and the shortages in Mexico have become the new reality. US imports fill the gaps.
Q4 demand will be mixed in the region. An economic slowdown is affecting several regional countries. Currency devaluations are likely to remain a factor. But uncertainties come also from the US/China commercial dispute, Brexit, and climate change, among other smaller issues. There are general elections in Argentina. Mexico’s demand is likely to be steady but may not compensate for other countries’ soft demand.
