Supply levels within the Middle East in Q4 dropped from October onwards, following some unexpected outages at regional units. One producer facility was shut following a major fire at a nearby unit and stayed shut through the quarter. Two other PP units also encountered unplanned shutdowns in October that limited allocations to markets worldwide, including the Middle East. Regional producers cited limited availability as a factor to maintain prices through October and November but struggled to achieve hikes. Tightness in availability failed to provide any upward support to prices towards the end of the quarter, as the traditional year-end lull had a greater bearing on prices.
Demand in the GCC and East Med in early Q4 held similar to Q3 levels, with no significant improvement despite initial expectations of a buying surge after the summer lull. Downstream demand in the GCC stayed soft in the backdrop of a sluggish economy, and uptake was restricted to a need-to basis. Demand weakened towards the end of Q4, as attempts to maintain lean stocks at the end of the year curbed offtake. East Med demand stayed weak amid weak demand for finished goods in key regional markets.
