PARIS (ICIS news)--The European Union (EU) Council of Ministers have banned the sales or use of toluene and trichlorobenzene (TCB) in preparations where its content, by mass, is 0.1% or more than the product, according to an amendment to an EU directive.

Exceptions would be where the products are used as an intermediate of synthesis, a process solvent in closed chemical applications for chlorination reactions, or when manufacturing 1,3,5-trinitro-2,4,6-triaminobenzene (TATB).

The changes come in an amendment to an EU directive on the marketing and use of certain dangerous substances and preparations.
