HOUSTON (ICIS)–US agriculture companies The Andersons and ICM will form a joint-venture (JV) and build a 70m gal/year bio-refinery in Colwich, Kansas, the companies said on Thursday.

The joint venture will be called ELEMENT. The first phase of the plant will open in the second quarter of 2019, with full operations expected by year-end 2019.

The first phase consists of initial production equipment, with all other designs and technologies implemented by the end of 2019, company officials told ICIS.

Ethanol produced at the plant will be sold primarily in California under the state’s Low Carbon Fuel Standard (LCFS) as well as in other emerging low carbon markets, according a statement from the companies.
