California’s and Quebec’s cap-and-trade auctions have experienced a turbulent 2016 as the first three auctions this year have seen current vintage allowances go unsold. Under Air Resources Board rules, those allowances are held out for two consecutive auctions.
Following the August auction, the bank of unsold state-owned allowances has grown to 90.4m. Based on the outcome of the next auction, it could balloon to nearly 140m allowances.
