Beijing Huaer shuts PVC unit to comply with rule

SHANGHAI (ICIS news)--Beijing Huaer (Huaer) plans to permanently close its 100,000 tonne/year polyvinyl chloride (PVC) line in Beijing before 26 November to comply with emission control requirements ahead of the Olympics next year , a company source said on Friday.

The Beijing municipal government released a decree on controlling air pollution in March, 2007, which calls for the closure and reconstruction of several large plants such as Huaer, Organic Plant of Beijing, Eastern Petrochemical Corp and Yanshan Petrochemical.  

“We have planned to shut the PVC plant since the release of the governmental document. Huaer no longer exists from now on,” he said in Mandarin.

Traders said there was little impact on domestic PVC and caustic soda prices.

“Huaer was running at a low operating rate in 2007.  We purchased a small volume from it.  Its closure is within our expectation,” a local trader said.

Huaer, part of the Sinopec group, closed its silicone plant in 2005, and it 100,000 tonne/year and 60,000 tonne/year caustic soda /chlorine units in Beijing on 20 November, 2007, the company source added.
