LONDON (ICIS)--Lukoil completed the registration of its base oils under the EU’s Reach legislation on 18 November, well before the 30 November deadline, a source at the Russian oil refiner said on Tuesday.
Lukoil submitted 20 dossiers related to its base oil product line, the source added.
Reach – the registration, evaluation and regulation of chemicals - is the EU chemical regulation programme.
All substances produced and marketed in the EU in volumes of more than 1,000 tonnes a year must be registered under Reach, as must toxic and persistent "substances of very high concern".
Another Russian company, Gazprom Neft, is also understood to have registered base oils under the Reach legislation.
Base oils produced in Russia are often exported to Asia, the Middle East, Turkey and Africa, rather than to EU countries.
Lukoil is the largest Russian base oil producer and a frequent supplier to EU customers.
