The overall GCC PET plant operating rates had remained at reduced rates in the first quarter. UAE producer JBF had shut its plant since June 2017 and there are no updates heard about when the producer will restart its PET plant. Only one GCC producer was heard to run its plant at 100% capacity while a separate GCC producer was heard to run its plant at reduced rates.
Demand in the Middle East was overall stable. There was some increase in demand observed only near the end of the quarter as weather in the region turned warmer and some pre-buying started ahead of Ramadan, which will start in May, when purchase activities tend to slow down due to the shorter working hours in the region.
